Bug ? Queues and Rules

I have created a rule that when a new request is made it is added to a specific queue. This works fine.

The queue has been configured with a number of technicians. When a new item is added to the queue I have selected to notify the technicians and have selected them. I am guessing that this notification is by eMail. The technicians do not receve any notification. Am I missing something or is this a bug.
