Browser Security Stuck on "Yet to enable" for some Windows laptops

I'm trying to enable the Browser Security addon in a small test environment while we evaluate the Endpoint Central platform for on-prem usage and for 1 system its reporting "Enabled", but for a few Windows laptops its just stuck on "Yet to enable" even when clicking on "Enable Immediately"

looking at the bmagent.log file from the client I get this error:

    [ 5936 ] [INFO] Inside AgentHandlingFunctions::dataToSendServer
    [ 5936 ] [INFO] Response to be posted to the server : {"RESOURCE_ID":"1220","CommandUUID":"InstallAgent;InstallAgent","Status":"Error","ErrorChain":[{"ErrorCode":"10010","Description":"Response command is not removing in the server, Previous and new command remains same."}]}
