Blocked Vs. Restricted.

Hi all,

I just had a quick question that may have an obvious answer but I have users that send alerts stating they need to have their accounts unlocked manually by the admin because they are either blocked or restricted.  I know how to remove both of these account states but was curious if anyone had an answer what causes an account to become restricted and what causes one to become blocked.  I know that the blocked users report can be configured and I have this set to block after 5 failed attempts within a half hour and to block for a half hour.  However, I feel as though I see users restricted after failing more times than that.  Can anyone provide some insight on what causes each account state?
