Automation Policy with Regenerated Report

I am trying to setup an automation policy for De-provisioning users using a regenerated report. It is a basic policy that disables users in a specific OU and deletes them at a later date. The policy runs on a report of all users in that specific OU. The issue I am running into is that the delete happens on all users in the initial report even if I move them out of that OU before the delete happens. My understanding is that the regenerated report run at the time of the delete should not include users that had been moved from that OU and thus those users should not be deleted since they were not on both reports. Is there something I am missing? Are there any issues with regenerated reports not functioning correctly?
