Is it possible to create an "Automation Policy" to remove some users of "Skype for business" based on a report?

I need to remove the "Skype for business" service for users disconnected from the company; This task must be recurrent.


Additional,
Is it also possible to activate this service (Skype for Business) using a "task" or "Automation Policy" based on a report for some new users that meet some criteria that I generate within the report?
