Automatically sending a email on ticket close

Hello everyone,

I am currently trying to make it so when a ticket status is changed from open -> closed it sends a email to a specific email entered by the requester. 

The whole idea is that we have a user onboarding ticket, HR makes the ticket and we do the initial set up of the account. After that ticket status is changed to close, we want to automatically send a ticket to the supervisor that was specified in said ticket telling them that the initial set up is done and that they need to go submit another ticket with further instructions on what else the specific employee will need.

I've tried triggers and custom actions, I could absolutely be doing this wrong but so far I haven't found anything that has worked. Any help is appreciated.
