Automatic Creation of a New Request

The existing 'Scheduled Requests' functionality in 7007 allows us to automatically create a new request (based on a template) on a scheduled time basis.
Is it possible to extend this functionality to automatically create a new template-based request, but triggered by a specified entry in another request e.g. a specific Sub Category entry?
For example, a request is raised to create a new user account and the sub category is 'Account-New'. When this sub category is detected, a new request is automatically created from a template for the new user to receive some training.
