Auto assignment to a group of technicians with multiple notification paths (email, sms) - Incident Response and Disaster Recovery

For cyber security and disaster related incidents (malware, ransomware, virus, potential disasters) we'd like to auto assign a request and then ultimately have it 'over communicate'. 

1.) Auto assign seems easy enough with a good template and corresponding support group.
2.) More robust notifications seems more difficult.  In this scenario we want to communicate using multiple methods.  At least email and SMS.  Perhaps chat as well. 

Experimenting with the standard request notifications doesn't seem to cut it - we would like the bullhorn approach to only come into play for mission critical situations - DR and IR are the two that come to mind.  Trying to navigate the area of triggers and rules and I'm not sure how to proceed.  I'm thinking someone has already worked through this.
