Attachements not accessible "File not found"

Hi, with the dbs migration a while ago we have lost access to attachements in Solutions/Requests/Changes modules (old records).
Unfortunately, we have also discovered lately even items (Solutions/Requests/Changes) attachements created after the dbs migration suffer from the same limitation. Upon accessing the attachement we see "File not found" error.

Windows Server 2012
MS SQL Server 2012
SD+ 9.1 build 9117

Is there please any way we can make this to work?
