Assigning Tasks to Tickets in a Business Rule

Assigning Tasks to Tickets in a Business Rule

I'm tried to create a business rule that will assign tasks to a request based on the request title.  This is to be used for user starter & leaver tickets so we can assign the list of tasks to be competed.
 
I can't find a way to assign tasks or templates in a Business Rule.  Has anyone achieved this?
