Assign Device After Being Wiped

I'm still in the demo stage of MDM, and so far, I really like it.  My issue is when a user resets their phone, it removes the user assignment, profile and apps.

Currently, we use Apple Business Manager and I was able to get MDM to sync with it and get our devices.  I then assign a user, group, profile and apps to a phone.  When the phone is booted up and activated, everything works perfect.  My settings and apps are automatically installed.

My problem is if a user decides to "Wipe all Contents and Settings", then the user assignment is gone and I have to go in and manually re-assign it and then set it up again.

Is there any way to retain the user assignment if the phone is wiped?  I would like to set it once and not have to do anything with it until we retire or reassign the phone to someone else.
