apply template doesn't work under the following use case
1. discover a new device
2. suppose for whatever reason, OpManager manager is unable to categorize the device
3. manually categorize device (let's say Windows 2008)
4. modify device template for Windows 2008
5. apply Windows 2008 to new device.
At this point, the apply operation doesn't work. The new device does not get any of the monitors from the device template. There is no error reported either.
