Application Manager 12800 Cant use Muti Alarm Escalation

Before Upgrade Application Manager from 11700 to 12800

Rule Can trigger All  Alarm Escalation128

But After Upgrade Can send Alert Only Email

Trigger Monitor group 

Note: I trigger send from Admin Server

How to fix it ?
