Is there a way to provision a new Apple device without signing in with an Apple ID?

I'm new to Apple (I'm an Android user!) but need to setup our organisation's Apple devices, so I have one for testing. When I first turn on the phone, it won't let me get to the stage of being able to start enrolling in MDM unless I enter an Apple ID / password etc.

Is the only way to bypass this to do enrolment of the device via ABM? I have an account setup, but none of our devices show up. Will I need to contact our telco provider to get the Apple Customer Numbers or Reseller Numbers to manage our devices in Apple Business Manager?
