Apple iPad Air not enrolling in MDM

We purchased several new iPad Air devices and they will not finish the enrollment process. We can do the self enrollment, email enrollment and Apple Configurator. However, after the initial certificate is enrolled, the device does not show up in the list of devices. It does not install the other profiles from the server either. 

This worked with previous iPad devices and iPhones (190+). We tried upgrading to version 9, build 90033. I know we had to change the version of Apple configurator as the older version would no longer work on the new Air devices. The new version will only run on a MAC. Fortunately, we had one in the office. 

I put in a ticket for this a few days ago and have not heard anything from ManageEngine Support, other than to upload logs. 

I am hoping someone has come across this issue, or at least warn others of this issue.
