App Manager 10 can't connect to Oracle 11

I have just downloaded and installed App Manager 10 (Windows 64-bit), and I am unable to create a monitor for Oracle 11g.  I ran the OracleDebug.bat file, and here is the output:

Is this a known issue?  Or is there a problem with my setup (of either App Manager or Oracle)?
