another tricky query report to build

I want to produce the all important "capitalize labor" report.  (This would be a time spend report, but needs to UNION with tasks?)

The report would do the following:

For all tasks during the defined time range (say this month or last month), that have a task TYPE of Development (in our specific case, "DEV: Sprint"), pull in the total time spent on that task and report it on the report. 

This is tricky (but possible) because it needs to combine time spent with attributes of the task to determine inclusion, then (optionally) total the time for the task. 

I can filter the task type to a list of ones that are capitalizable, but there are multiple eligible task types. 

The second difficulty is what field to use for the date range?  There is a Actual Start and Actual End, but what if that is longer than a month?  I think you have to accept the noise and just base it on Actual End (or scheduled End) date?

What is the best way to skin this cat?  (or has anyone else developed this brain burning SQL?)
