Announcements start at the bottom.
When viewing Announcements from a configured banner, the Announcement displays content from the bottom instead of from the top.
User have to scroll to the top of the Announcement to begin reading. This may be due to the length of the announcement but in our case, I'm sharing recent Cloud updates:
