Announcements and bulleted list on Home view

Hi
Two problems in Announcements editor:
1. Bulleted List seems not working in Internet Explorer 9
2. If I use Bulleted List or rows in Announcements, it not looking useful on "Home" view, SD put togheter all rows. I can not get Bulleted List on "Home" view.
 
Is this something that going to bee fixed?
