Allow technician availability chart to show morning/afternoon rather than entire day only

In the 7.5 release of SD we are promised a Technician Availability chart, which is a good idea.

However, it currently doesn't allow us to set a technician as available in the morning but unavailable in the afternoon or vice versa.

I think this would be useful.
