Allow choice between verification methods when multiple methods are provided

It would be very beneficial if there was an optinon to configure the verification method when using both Q&A verification and Verification Code; the user could elect to use one or the other.  Ideally, both options could be presented upon enrollement and it would be acceptable if they completed one or the other (it requires both now, if both are enabled).   Also, when doing a reset, unlock or other action as a user;  if it could then allow them to verify with only the method they completed; or allow them to choose q&a vs. verification code; if they had provided both upon enrollment. 
 
Others may still require the functionality as it exists today, so ideally the system could be configured so we could decide if we require all forms of verification or only one form of verification between the enabled options.   Having the same flexibility in selecting between verification code to email vs. sms mobile phone would be beneficial also.
