Alarms not correlating properly

We have extensive use of SNMP traps and constantly get SET's then CLEAR traps from time to time for things that fix itself. Our loadbalancer is F5, from time to time the remote end will disappear so it SETS a critical, but then there is another CRITICAL when it clears.

I realize I can edit the trap processor to make the second a CLEAR but how can i get it to CLEAR the first SET?
