Alarm Management

Is it possible to have a new type of user created which is called "Alarm Manager"
This is essentially a read-only user who has access to add notes and acknowledge/clear alarms within the Ops Manager system.
At present Read-Only does not allow for the user to add notes to the device which is important. Essentially this would be only change to the read-only access
Please advise if this is possible.
