After restarting the OpManage application the app is stuck requesting to repair the DB

After restarting the OpManage application the app is stuck requesting to repair the DB

Tried several times to start OpManager but it fails and suggests repairing the DB.  RepairDB.bat runs fixes issues and then problem starts over again
