What is the best practice when adding vmware servers/hosts (these are the vms which are running linux/windows)?

The reason is, our license shows a max of 150 devices and Virtual Devices Monitoring as unlimited Hosts.

We are currently unable to add any hosts as we are at 150 devices.

Are unlimited hosts the vms running linux/windows or something else?
