Add More Options to "Requester Allowed to View" under User Configurations

The current list allow for a user is as below:
- Only their own requests
- All their Department request
- All their Site requests
- All requests

I would like to suggest to make this list a bit more dynamic and maybe include "Region" in this list. This is coming from the perspective of an organization's Administration Office. A manager maybe associated with more than one department or site thus making tickets viewable a bit more difficult with the current list above. I would suggest a selection method where users can view certain checked "Site", "Region", or "Department."

For example, John Doe the Upper Manager of ABC Organization would like to see ticket's submitted by multiple departments they over look. They only want to see three specific departments managed by three different lower managers at three different sites, all in the same region. How would they view the ticket's of just those three departments?

Or another option could be that John Doe the CEO of ABC Company would like to see tickets of users who directly report to them.

Just something that I think would provide more options for company's in which people may want to oversee specific information.
