e.g. if a user is selected with "Company A" there would be a set of Titles and/or Departments that are only associated with "Company A"

Or can Organization values be scoped to certain User Creation Templates?  So if a user is created for Company A, only Company A is available as the Organization property for that new user, instead of all the available values in the Offices & Companies section in the Admin tab.
