Accessing custom modules

on my service desk plus version 14.1 Build 14103 I can view custom tabs and create customer modules
meanwhile on version: 14.0 Build 14000 I can't view the custom modules option on the developer's space
is there somewhere to enable this field so that an admin could see it and create modules or is this a version issue
