Access solutions without logon

Is there a way to allow access to the solutions section of the software freely without the need to log on, it would be helpful to be able to have documents found there for new employees that are not yet set up in the system, simply click on a solution link and be able to go without needing logon credentials.

I see the section about "Allowing non-login users to view solutions" under administration and it is already set to Yes, but if I go to a pc I am not already logged into and go to the web address directly for http://helpdesk.somedomain.com/SolutionsHome.do I get a prompt to log in.
