Access Level is not restricted for Technicians

Access Level is not restricted for Technicians

Dear Sir,

I have problem with Technician Access Levels. When the request is created by the Technician that have access to all requests, before approvals are done, technician can edit, escalate request, but he/she should not be able to do. Please advise me to resolve this problem.
