a requester and an editor should edit ticket and notify approvers only once

Good day,

we want to communicate an employee entry via the ServiceDesk. The requester and the editor should be able to check off a checklist, in the form of resource information, with the onboarding tasks. However, all department heads in the company are stored in the company as approvers. Once one has approved, the checklist can no longer be edited. Somehow I am not getting anywhere here.
What I want: 
A service in which 2 requesters can check off a task list, but where all department heads are still notified of this new entry. If the tasks are checked off later, the department managers should not be notified again.
