2 Different Departments Using the Same ServiceDesk Plus

Hi,
In our organization 2 departments are going to use the same ServiceDesk Plus applications. Also we are going to activate Single Sign On. The requesters are going to be the same with these two departments. But these departments must not see each others requests. I am planning to seperate these 2 departments as 2 sites. But in this case when a requester creates a request by email and do not select the Site, this request can not be seen by the technicians of these 2 departments. I created 2 email aliases for these 2 deparments and created a business role. But this time you can  not select a site in the business role menu.

What is the best solution to seperate these 2 departments in this scenario?
