% utilization Vs KBPS Graph

Kindlr refer to attached screenshot. The Link speed defined for the Interface is 2 MBPS and the utilization tin the graph shows avergae 198 KBPS i.e apprx 20% of the utilization on the link.
They why the attached (Percentile) graph is showing 100% utilization. This also gives me false alert for the treshhold which is set for the link.
